18.5 (1)(G) Responsibilities Regarding the Fair Hearing Process: This section has been revised to update the language pertaining to the use or disclose of information as it relates to Fair Hearings. 19.1 Definition of South Carolina Application Project (SCCAP): This section has been updated to reflect changes in shelter thresholds for “shelter high” and “shelter low” SCCAP households, effective October 1, 2019. 20.6 Electronic Disqualified Recipient Subsystem: This section has been revised to provide the purpose for the eDRS/NDQ.

SNAP Tool Kit 4: Acceptable Verification of U.S. Citizenship and Non-Citizen Eligibility: This tool kit has been revised to update the chart to clarify that a non-citizen who has been lawfully admitted to permanent residence may qualify for 40 qualifying work quarters based on a sum of quarters from his/her own work, work of a parent, and/or work of a spouse.

SNAP Tool Kit 5: SNAP Annual (12-Month) Renewal Chart: This tool kit has been revised to update the chart in order to reflect the current procedures.

SNAP Tool Kit 6: SNAP Six (6) Month & Tri-Annual (4-Month) Renewal Chart: This tool kit has been revised to update the chart to reflect the current procedures.

Volume 44 December 2019 2.3 (7) Ineligible Household Members: This section has been updated to state that a guilty plea is the legal equivalent of a conviction after trial.

3.3 (1) Filing an Application for SNAP (Household’s right to file): This section has been updated to clarify that the date of the application is the date the application is actually received, or the next business day if it is submitted after business hours.

11.5 (II) Unearned Income: This section has been updated to include and define reverse mortgage. Subsequent entries in the chart have been updated accordingly.

12.4(4) Excess Shelter Deduction: This section has been updated to add a ‘note” in order to clarify that households will only be allowed a deduction for a reverse mortgage if the household is billed for the expense.

14.6 Homeless SNAP Household: This section has been updated to define homeless.

14.8 (1) Treatment of TANF Sanctions in the SNAP: This section has been updated to change the word “enumeration” to the acronym “SSN”.

14.11 Disqualification for Substantial Lottery or Gambling Winnings: This section has been added to provide the Lottery and Gambling Provisions.
