SSNs are used in computer matching to indicate if the person is disqualified in another state. If a person has disqualification imposed for an IPV in one State and moves to another, the remainder of the disqualification must be served in the new State.
(1) Economic Services worker responsibilities in eDRS/NDQ
The National Disqualification Query (NDQ) is a query system within the eDRS which is located in SCWINS. Economic Services workers are required to check NDQ at each SNAP application/reapplication and recertification (annual, six month, and triannual) for all SNAP household members.
In order to check NDQ, the Economic Services worker will need to click on the NDQ tab in SCWINS. Once the worker clicks on the NDQ tab, the drop-down box, Case Search, will appear. The worker will then click on the Case Search button. On the CHIP search screen, the worker will need to key the case number that needs to be inquired on and click the Search button. The results of the search will need to be imported into SCOSA.
NOTE: Regardless of whether or not the match result is “yes” or “no”, the screen displaying the results needs to be imported into SCOSA to show the results of the search.
If there is a hit, the worker will need to click on NDQ Details in the Action column to see the NDQ information. Here the worker will find the following disqualification details: the Location Code, the Offense, the Penalty Period, the Start Date and the State Code. This screen also needs to be imported into SCOSA. (2) Benefit Integrity Claims staff responsibilities in eDRS/NDQ
A disqualification period stands as it has been entered in NDQ. If there is a need to verify the disqualification for second disqualification, a household contest the disqualification, etc., the household will remain disqualified if it is showing on NDQ, until verified otherwise.
Benefit Integrity Claims staff will receive verbal confirmation and written confirmation of the disqualification.
