(B) Inform clients that no interview is required for households that meet SCCAP “Y” criteria; AND (C) Register the SCCAP application in SCWINS. SCCAP “Y” households are assigned a 36-month (3-year) certification period. SCCAP “Y” households will be mailed a system generated DSS Form 1602, SCCAP SNAP Recertification, once every three years. The household must complete the DSS Form 1602 to continue SNAP participation. The DSS Form 1602 requests information regarding address, residence, and income. The information requested is sufficient that, when added to information already contained in the case file, will ensure an accurate determination of eligibility and benefits. The ES worker will evaluate this information, make any needed change, and determine continued eligibility based on this information.
Failure to return a completed DSS Form 1602 will result in a system generated case closure.

• Out-of-pocket medical expenses incurred exceed the monthly average of $50. • Combined monthly actual shelter and utility expenses incurred exceed the higher of the SCCAP standard shelter/utility deduction. • The household is paying legally obligated child support to someone outside of the home and is eligible for this deduction. (See Section 12.7 Child Support Deduction)
If one of these situations exists, the individual may receive benefits under SCCAP “E.” If the household meets the criteria to opt-out of SCCAP “Y”, the DSS Form 1205, Declaration and Consent to Participate in SCCAP, can be registered as regular SNAP or ESAP (If all household members are age 60 or older with no earned income).
