223 If an eligible household files an application for recertification before the end of the certification period and provides all information necessary to determine eligibility, but because of agency fault, the recertification is not processed within 30 days, the household is entitled to a full month's allotment for the first month of the new certification period. Any recertification application filed in a month later than the above month is considered as received too late and the Agency will require the household to file a new application in order to make an eligibility determination. However, if a DSS Form 3800 or online application is filed during this timeframe, it will be treated as an initial certification and, if approved, benefits will be prorated from the date of application.
