209 Protective Services (APS) and the Agency must take action on the change, regardless of whether the change causes an increase or decrease in the SNAP allotment. (F) An ABAWD moves out of the SNAP household. (See Section 8.17 ABAWD Reporting Requirements) (G) A change in household circumstances which reveals that a SNAP household member is an ABAWD. (See Section 8.17 ABAWD Reporting Requirements) (H) An ABAWD obtains a job. (I) A household member has been identified as a fleeing felon in accordance with Section 7.5 (1) Fleeing Felon. (J) A household member has been identified as a probation or parole violator in accordance with Section 7.5 (2) Probation/Parole Violator. (K) The Agency has verified information that a member of a SNAP household has won substantial lottery or gambling winnings in accordance with Section 14.11 Disqualification for Substantial Lottery or Gambling Winnings. (3) Other interim changes reported by the household Although simplified reporting households are not required to report any interim changes unless the household’s gross income exceeds 130% of poverty, an ABAWD’s work hours fall below 20 hours per week, or a member of household wins substantial lottery or gambling winnings ($4500 or more), the household may report any changes it chooses to report during the certification period. Other than changes addressed in Section 15.4 Interim Changes for Simplified Reporting Households (1) Interim changes considered verified upon receipt and (2) Interim changes reported by the household that must be acted on, the Agency must determine if the change reported by the household will cause an increase or decrease in the monthly benefit. The Agency will only act on an interim change reported by the household if it causes an increase in benefits. The Agency will not act on a change causing a decrease until the next mandatory action requiring a re-budget of SNAP benefits occurs. EXCEPTION: When the household reports a loss of income due to voluntary quit or reduction of work effort of a household member subject to work registration and it is determined that this voluntary quit or reduction of work effort was without good cause, the Agency should impose the sanction regardless of the effect that it has on the benefit (increase or decrease). See Section 8.11 (4) NOTE: The ES worker should consider the net effect of all changes (which have been reported up to that time) when deciding on whether to make a change.
