146 (Z) Recoupment/Repayment from means tested programs Monies withheld from an assistance payment to repay a prior overpayment received from that source. For TANF, count recoupment/repayment due to Intentional Program Violation (IPV), fraud, or client error. For SSI, count recoupment/repayment due to IPV or fraud. Exceptions: • For SSI, exclude recoupment/repayment due to client error. • For TANF and SSI, exclude recoupment/repayment due to agency error. (AA) Recoupment/Repayment from non-means tested source Monies withheld from any income source other than means-tested to repay a prior overpayment received from that source. Exclude the recoupment/repayment amount. Count the gross amount minus the recoupment/repayment amount.

(BB) Refugee Cash Assistance (RCA) Cash assistance provided to refugees who are ineligible for TANF funds or other cash assistance programs. NOTE: RCA is limited to eight months beginning with the first month of the date of entry in the U.S.

(CC) Reimbursements The act of compensating an individual for an out-of-pocket expense by giving him/her an amount of money equal to what was spent.

NOTES:

• Exclude reimbursements for past or future expenses to the extent they do not exceed actual expenses, and do not represent a gain or benefit to the household. • Reimbursements will not be considered to exceed actual expenses unless the provider or household indicates the amount is excessive. • Reimbursements or flat allowances for job or training related expenses such as travel, per diem or uniforms are not considered a gain/benefit to the household. • No portion of any educational assistance that is provided for normal living expenses
