NOTE: Exclude the following: • Any payments or allowances (including utility reimbursements by HUD and the Rural Housing Service) made for the purpose of providing energy assistance under any Federal law other than part A of Title IV of the Social Security Act.

• A one-time payment or allowance applied for on an as-needed basis and made under a federal or state law for the costs of weatherization or emergency repair or replacement of heating or cooling devices. A down payment followed by a final payment upon completion of the work will be considered a one-time payment.

• Energy assistance payments provided through the Department of Health and Human Services' Low- Income Home Energy Assistance Program and the Community Services Administration's Energy Crisis Assistance and the Crisis Intervention Program.

• HUD payments that are paid for utilities.
