111 NOTE: The Agency must accept receipt of Veterans disability benefits, regardless of the individual’s disability percentage rating, for the purpose of an exception to the ABAWD work requirement. b. Is obviously mentally or physically unfit for employment as determined by the State agency; or c. If the unfitness is not obvious, provides a statement from a physician, physician's assistant, nurse, nurse practitioner, designated representative of the physician's office, a licensed or certified psychologist, a social worker, or any other medical personnel the Agency determines appropriate, that he or she is physically or mentally unfit for employment. 3) A parent (natural, adoptive, or step) or other household member with the responsibility of caring for a dependent child(ren) in the household under 14 years of age, even if the household member who is under 14 is not eligible for SNAP benefits. The phrase “even if the household member who is under 14 is not eligible for SNAP” refers to minors who would be members of the SNAP household but who are ineligible to participate in SNAP (i.e. an ineligible non-citizen; disqualified for failure to provide an SSN; or other circumstance as described in 2.3 Ineligible Household Members). In a household with more than one parent or other household member with the responsibility of caring for a dependent child, in which there is one child under the age of 14 in the household, only one household member may qualify for this exception, depending on which household member has primary responsibility for the care. However, in a household with more than one parent or other household member with the responsibility of caring for a dependent child, in which there is more than one child under the age of 14 in the household, it is possible that more than one household member may qualify for this exception, depending on which household member has primary responsibility for the care. NOTES: The term “household” refers to individuals included in the same SNAP household as defined in Section 2.1 General Household Definitions and not just residing in the same physical structure. In situations where households are claiming separate household, only the adult(s) who is in the SNAP households with a member(s) under age 14 and who has primary responsibility for the care of the child(ren) will meet an exception to ABAWD work requirement. 4) Pregnant; 5) An Indian, Urban Indian, or California Indian (See Glossary for definitions); or 6) Exempt from SNAP work requirements (Section 8.2 Exemptions from Work Requirements) for a reason other than being 60 years of age or older.
