976 Chapter 6:Non-citizens • Section 1: Introduction (07/2026) MSP OSIPM HSD For MSP, OSIPM and HSD medical programs, with the exception of Healthier Oregon recipients who do not need to verify their immigration status, non-citizen status is verified via the Verify Lawful Presence (VLP) interface in ONE. Individuals do not need to present their immigration documents, they only need to provide enough information to complete the data fields in ONE, on the non-citizen details screen. Once the required fields are completed, the Run VLP button will enable and the ONE will attempt to verify the information. There is logic built into ONE that compares the returned VLP data to what has been entered on the case to determine if immigration information is considered verified. ONE will issue a Request for Information (RFI) when VLP does not verify the attestation. In these instances, SAVE can be used to attempt to complete the verification process. If the immigration information cannot be verified, allow the ONE RFI to be sent. Note: Data from both the SAVE webservice and the VLP interface is from the Department of Homeland Security and should be the same. Expired documents Applicants sometimes present expired immigration documents. When expired documents are provided, complete each of the following steps: • Accept the expired document for the initial certification/redetermination. • Click on the “request additional verification” window of SAVE and complete questions. If there is not enough information on the document to permit use of SAVE, complete a form Document Verification Request (SAVE Agencies) (G 845) to validate non-citizen status. This form is also available on the DHS forms server that will link SSP to the USCIS website. AND • Clearly narrate that expired documentation was accepted and the method (online or mailed form) used to request additional verification. • If USCIS validates the document, it can be used to verify non-citizen status at the next recertification. • If USCIS is not able to verify the document, the non-citizen must present current documents at recertification to continue to receive benefits. It is important to narrate the response to the additional request for verification. SSP encourages applicants to contact USCIS to renew their status. There is a fee for renewal, but it may be waived due to destitution. Although DHS cannot help with the cost, some advocacy agencies may have funds available. Quick reference chart - SSA The following is a list of codes reported on by SSA and available to view on the non-citizen’s SSA screens. Note: An individual’s non-citizen status must still be verified by the VLP interface via the ONE system (for medical), or SAVE (for all other programs). SDX code SDX description Description
