964 Chapter 6:Non-citizens • Section 1: Introduction (07/2026) once all the information is entered. In DHR, this still needs to be manually entered. To enter on UCMS, the worker will code Michonne NO and add TNC on the C/D line; the N/R line will have EML C $83.33. Judith will be a CH and the second child would be a NO. Note: Do not code ineligible non-citizens as IA; this is medical coding. Code ineligible non-citizens in-grant code NO and a C/D of TNC. ERDC ERDC does not have citizenship or immigration status requirements. The filing group must meet all other eligibility requirements. Eligibility is determined by: • Counting the entire filing group. Example: a parent with an unqualified immigration status, one child with an unqualified immigration status and one citizen child must meet the income limits for a family of 3. • Comparing countable income to the initial or ongoing/exit ERDC income limit for 3. If the countable income exceeds the initial or ongoing/exit income limit, the filing group is not eligible. REF Because a filing group for REF or REFM will have all individuals in a legal status, it’s highly unlikely that there would be an ineligible non-citizen. However, if there is a group with an ineligible non-citizen, please follow the income calculation mentioned above in TANF. Income, resources, and deductible expenses of these ineligible household member(s) count in their entirety, and the entire household’s allowable earned income, standard, medical, dependent care, child support, homeless shelter deduction, and excess shelter deductions apply to the remaining household members. These ineligible members are not included in the household size to determine benefit level, standard deduction, and when comparing the monthly income with the income eligibility standards, or when comparing the household’s resources with the resource eligibility limits. ONE identifies them with the reason not included in the benefits on the EDG Summary. The second group of people is composed of the following individuals: • Ineligible non-citizens • Persons disqualified for failing to obtain or provide a Social Security Number;
