Determining and calculating benefits for eligibility groups with ineligible non-citizens In ONE, income of individuals who are ineligible due to their immigration status will have their income automatically Prorated for some programs. The eligibility worker does not have to do any calculations. TANF To determine TANF eligibility and payments for filing groups that include ineligible non-citizens, do the following: Step 1-Determine eligibility groups and total gross income • Determine the need group and the benefit group. • Add all gross countable income of members in the need group. This includes ineligible non-citizens. Determine if the total income is less than the countable income limit Step 2 -Adjusted income test • Apply a 50% deduction to all of the earned income. After the deduction, prorate only income (earned and unearned) received by the ineligible non-citizens in the financial group. • To do this, take all of the ineligible non-citizen income and divide it by the number in the need group.
