917 Chapter 5:Temporary Assistance for Domestic Violence Survivors (TA-DVS) Program • Section 8: Payments (07/2026) For all air travel, ODHS contracts with an outside agency to purchase flights. All flights must be purchased through the contractor. For process and current contractor information, refer to the ODHS Self-Sufficiency Domestic Violence Staff Tools web page. Food needs Payment for food needs are to be related to the domestic violence situation and are not intended to replace SNAP program benefits. Food costs are to be specific to an emergency situation related to domestic violence; payments for food should be rare. Remember other community resources such as food banks, community dinners, and shelters. Food payments are most often issued as part of relocation costs. Medical needs TA-DVS funds can be used for medical needs in the following situations: • Medical care for situations that appear to be life threatening at the time of occurrence (Accept the participant’s statement for verification.) • Medical care necessary to prevent medical problems from becoming life threatening • Medical care determined necessary by the branch office. Explore medical benefits offered through other programs before issuing under the TA-DVS Program. TA-DVS Program benefits are to be used after we have determined there is no other available medical coverage. For any medical payments made using the TA-DVS funds, workers must use the payment type Medical Assistance. Essential household, clothing and personal hygiene needs: Payments for essential household items and clothing are allowable when a survivor has fled the situation and items were left behind, stolen, damaged or destroyed by the abuser. Payments are not intended to replace exact items left behind. Payments may not be made for replacement household items until safe housing is obtained. When payments for replacement of essential household items and clothing are requested, lower cost options and available community resources that meet the survivor’s identified safety need, must first be considered prior to making payments. Considerations for community resources: • What resources are known in the area? • Who did the survivor contact and what was the outcome? • Are there any safety risks or concerns with pursuing a community resource or lower cost option? Considerations for lower cost options: • Determine with the survivor what the need is for the specific item. • Determine if the same need can be met at a lower cost:
Always consider accessibility for the survivor: » What is safe?
