852 Chapter 4:Working with families • Section 14: Engagement in REP Services (07/2026) above is REP eligible. All participants will be given the opportunity to engage in the process of determining REP activities that best support themselves and their goals. This includes providing information and documentation to support an individual’s REP status. REP participants who live in the Refugee Employment Services and Pre-Employment Training (RES/PET) project areas must engage in and abide by the RES/PET employment program rules. Changing status from a REP volunteer or REP exempt person to REP eligible ODHS cannot impose disqualifications if non-participation occurs when a participant has REP volunteer or REP exempt status. When a participant’s REP status changes, ODHS store front offices should explain how their status has changed as well as the program requirements for REP eligible participants. Non-Participation in REP services Non-participation is the lack of engagement in the FSSP and its activities, without having good cause established. Non-participation also occurs when a REP eligible participant, without having good cause established, does not: • Accept a bona fide offer of employment, whether temporary, permanent, full time, part time, or seasonal. • Schedule and keep required employment-related appointments and interviews. • Notify the Department’s case manager or the REP contractor of the reason for not keeping employment- related appointments and interviews, not attending scheduled classes and activities, or not completing case management activities. Notification must be made within three working days from the date of a missed appointment, interview, class, or activity. • Provide the Department, in the manner the Department requires, with verifiable documentation of REP participation hours, including paid work, job search, and educational participation hours. • Complete each activity specified on the case plan. Good cause for non-participation with REP services Family Coaches are expected to attempt contact with the participant within one business day of the missed activity or appointment. The intent of this contact is to explore what is preventing the family from participating in their FSSP. This effort should be documented in a TRACS narrative. It is important to determine whether the participant is able or unable to participate in their FSSP. Good cause is what ODHS considers a valid reason or circumstance that keeps a participant from participating in their FSSP. Family Coaches are expected to collaborate with participants to obtain information needed to establish good cause and to resolve challenges so they can be successful with their FSSP. A REP services participant may have good cause for non-participation if any of the following is true:
