85 Chapter 1: Introduction to the Oregon Programs Eligibility Notebook • Section 4: Glossary and acronyms (07/2026) YSHCN Young Adults with Special Health Care Needs (YSHCN) program The Young Adults with Special Health Care Needs (YSHCN) program is an Oregon Health Plan (OHP) Plus-level benefit. It’s for people ages 19 through 25 who have certain health conditions that started before they turned 19. To qualify, they can have income up to 205% of the federal poverty level. YSCHN benefits are offered as a stand-alone program or can provide supplemental (additional) coverage for people who already have OHP. The program is phased-in by age groups between years 2025-2030. Starting January 1, 2025, only people ages 19 and 20 could apply. As of January 1, 2026, the program is now available to individuals aged 19 – 21. More age groups are expected to be added each calendar year, depending on available funding (i.e. those 19 – 22 could be eligible in 2027, etc.).
