813 Chapter 4:Working with families • Section 6: Child support programs (07/2026) added to the child support order as the judgment creditor) and the needy or non-needy caretaker opens TANF and a subsequent child support payment is received, the child support computer system (Origin) will disburse the child support payment and send the appropriate pass-through amount to the needy or non-needy caretaker. • If the child support case does not already have a voluntary redirect in place and a joinder has not yet been initiated, Origin will alert the child support case manager to begin the process. The needy or non-needy caretaker will not receive a pass-through until OCSP is able to establish a child support obligation on the caretaker’s behalf. Once a support obligation has been established and a subsequent child support payment is received, the pass-through will be sent to the needy or non-needy caretaker. The pass-through to the needy or non-needy caretaker is not counted as income when determining ongoing TANF eligibility and benefits. Two-parent families and SFPSS Two-parent households and families in SFPSS receive a child support disregard. Pass-through does not apply because the state does not withhold child support for these participants, so the participants already receive their child support. Two-parent households and families in SFPSS receive a disregard up to $50.00 per dependent child or minor parent per financial group per month not to exceed $200.00 per financial group per month. The disregarded amount of child support is excluded from the countable child support income for TANF at application, upon a reported change requiring re-evaluation of TANF eligibility, and at renewal. JOBS Plus When a participant is engaged in a JOBS Plus activity, their full child support is re-directed back to the participant and any child support received by the participant is not counted as income for TANF. Verifying child support When it is necessary to verify the amount of child support an ODHS applicant or participant received or a absent parent paid, use the “Request for Child Support Case Information” form. Participants may provide verification of child support income from their OCSP online customer portal. This is a Oregon Child Support Program (OCSP) form to be used by SSP staff when requesting verification of child support for the purposes of administering the ERDC, SNAP, TA-DVS or TANF program. When using this form, it is important to do the following: • Include the dates for which you are requesting payment information. • Make sure the family unit you are requesting information for is correct. Family unit identifies the parent (or caretaker relative), absent parent and their associated children. If there is more than one absent parent associated with the ODHS case, complete separate family unit boxes for each absent parent. • Attach the completed form to an email and send it to DHSChildSupportQuestions@doj.state.or.us. • Allow two business days for a response from OCSP.
