799 Chapter 4:Working with families • Section 6: Child support programs (07/2026) assignment. Additionally: • There is no assignment and no accumulation of URA for TANF participants who are:
In JOBS Plus or State Family Pre-Social Security (SFPSS) or
A two-parent family. • URA does not include any amount of child support pass-through. Special considerations: assignment of support The following are special considerations for assignment of support: • The non-parent caretaker relative (e.g., a grandparent or an aunt) must cooperate in pursuing child support from both absent parents unless there is good cause. • In benefit groups that have more than one absent parent who owes support, assigning support rights covers all current and past due support owed by all absent parents. • Assignment of ongoing support owed by an absent parent ends when the TANF benefits end for that parent’s child(ren). However, any support accrued while TANF, up to the URA balance, was open remains assigned to the state. • • In situations when there are more than one absent parent and all of the children of one of the absent parents are removed from the benefit group , assignment of ongoing support owed by that absent parent ends. (For the other children in the benefit group, assignment of support remains active). The participant becomes entitled to receive any ongoing support payments for the children removed from the benefit group. The state, however, retains its claim to all assigned support arrears owed by the absent parent and that accrued while the TANF cash grant was open (not to exceed the total amount of TANF cash benefits provided to the group). • When a person reopens a TANF grant, there will be URA for the current cash grant benefits and any past monthly cash benefits that have not already been repaid to the state. • For assignments entered before October 1997, all past-due support is permanently assigned to the state up to the total URA. Procedure for assigned support When child support is assigned to the state, it must be paid through OCSP. If the TANF participant and the parent who pays support (absent parent) have a support order in place that is not being paid through OCSP, OCSP will send both of them a letter to notify them that child support payments must now be sent to OCSP.
