685 Chapter 3:Processes and procedures • Section 3: Issuance of benefits (07/2026) Issuing expedited SNAP To ensure SNAP expedited benefits are received by the seventh calendar day following the date of application, immediate issuance benefits should be authorized on the system by the seventh calendar day after the filing date. Additionally, the filing group must have received an EBT card to use any SNAP benefits issued via EBT. When these benefit groups provide the pended items requested, if the second month’s benefit was not issued pending receipt of verification or information, the second month’s benefits should be issued: • Within seven working days of receipt of the verification or information, or • On the first of the month, whichever is later. The ONE system will display the two separate month allotments. Example: A customer who filed an application on September 18th and was approved for expedited SNAP on September 20th will receive September prorated benefits and October’s benefits the next day. When these benefit groups provide the pended items requested, and have already received the second month’s benefits, process the items submitted so the third month is received timely. Applicants who qualify for expedited SNAP and must submit verification or information (other than identity verification) are approved for 1 or 2 months depending on the filing date as follows: • Filed on the 1st or later but by the 15th of the month will receive a one-month certification period. • Filed after the 15th of the month will receive a two-month certification period. • If the verification is supplied, the case will be certified for a total of 12 or 24 months. Exception to staggered issuance; SNAP The second month’s allotment of SNAP benefits is not subject to staggered issuance if the filing group applies after the 15th of the month and the application is not for a redetermination of eligibility. Once eligibility for SNAP benefits is established for these groups, both the prorated benefits for the month of application and the full second month’s allotment are issued at the same time when SNAP is approved. Oregon Administrative Rule(s) 461-165-0105 — Exception to Staggered Issuance; SNAP Alternatives to direct money payment For OSIPM, REF and TANF, the alternative to direct money payment is protective payments when the goal is to ensure the benefits are used to meet basic needs. For REF and TANF, protective payments may be made whenever individuals demonstrate such an inability to manage funds that ODHS|OHA determines their benefits are not being used in their best interest. Protective payments should be used particularly if mismanagement of funds, caused by repeated interruptions of TANF benefits, poses a threat to the health and safety of children in the household.
