635 Chapter 3:Processes and procedures • Section 2: Verification (07/2026) OSIPM ODHS|OHA must use the Asset Verification System when a resource or transfer of assets (see OAR 461- 140-0210 to 461-140-0300) evaluation is necessary to determine eligibility. Consent to use the Asset Verification System is required and a condition of eligibility. If resource information is not available or not returned through the Asset Verification System, or differs from self-attested information, resource documentation may be requested directly from the individual. If the reported or self-attested value of liquid resources is less than $400, additional verification is not needed unless it is questionable or differs from what is available electronically. Please note that this only applies to liquid resources; it does not mean that verification of all other types of resources is not needed. Declaration of resources on the application is required and necessary to determine when verification is necessary. Additionally, the location and account numbers of bank accounts and other resources is necessary for the estate administration process. If the reported value of total countable real property and bank accounts differs from what is returned by the Asset Verification System, including resources that were not reported, and both of the following are true, no further verification is needed. • Both values are below the applicable resource limit. • No other countable resources are reported. HSD This does not apply to HSD medical programs. Citizenship status Staff may not ask applicants or recipients to verify their citizenship solely based on the individual’s ethnicity or ability to communicate in English. Individuals who attest to being a U.S. citizen or U.S. national and who are applying for benefits must have their attestation verified. Individuals who are non-citizens and who are applying for benefits may need to have their non-citizen status verified. The requirement for who must have their non-citizen status verified varies by program. Individuals who do not have a status cannot be required to provide verification but may be eligible for benefits. For REF and REFM, the immigration status of a non-citizen must be verified by reviewing documentary evidence from a federal agency that holds authority to grant legal immigration status. For all programs except ERDC, REF, REFM, and medical, non-citizen status must be verified through SAVE. If verification is not available through SAVE, additional verification listed below may be used as supporting documentation for citizenship or secondary verification to be entered into SAVE. Once secondary verification has been entered into SAVE, do not deny, delay, reduce, or terminate the individual’s eligibility for benefits while waiting for the secondary verification response from SAVE. Note: If medical is being requested, run the Verify Lawful Presence (VLP) interface PRIOR to SAVE when medical benefits are requested. Failure to run VLP prior to SAVE will disable the VLP button. See Agency Pends QRG for more information on SAVE request for Secondary Verification. For all programs except medical, the following table lists items that may be used to verify citizenship or non- citizen status. Additional documentation can also be found in the Non-Citizen Chapter 6.
