618 Chapter 3:Processes and procedures • Section 1: Acting on reported changes (07/2026) MSP ONE will automatically generate all needed notices and correspondence, including hearing rights when an MSP TOA is approved, denied, a reduction occurs or at the end of a benefit period. If the individual’s whereabouts are unknown, end benefits by sending a basic decision notice to their last known address. A basic decision notice is required at the end of the specified period if the benefit group was informed in a prior notice at the time benefits began that they would receive benefits only for a specific period of time. A mass-change notice is automatically sent when applicable. If benefits are reduced or closed to reflect cost-of-living adjustments or another mass change under a program operated by a federal agency or a mass change to payments in a program operated by ODHS|OHA: • Instead of specifying the action ODHS|OHA intends to take and the effective date of the action, the decision notice may state all of the following:
The general nature of the change,
Examples of how the change affects an individual’s benefits, and
The month in which the change will take place. • The decision notice must also state the individual’s right to continue receiving benefits. No additional decision notice is required if: (d) The individual was sent a basic decision notice of eligibility and a simultaneous continuing benefit decision notice to reduce or end the program due to a change in the individual’s circumstances between the date of application and the date of the eligibility determination, or (e) The individual completes an MSC 0457D form or ONE-121 to reduce or end benefits or when the individual withdraws an application. OSIPM ONE will automatically generate all needed notices and correspondence, including hearing rights with the exception of Medical Related Payments. Refer to Medical Related Payments manual notices. If the individual’s whereabouts are unknown, end benefits by sending a basic decision notice to their last known address. A basic decision notice is sent to terminate, suspend or reduce benefits in each of the following situations: • The individual has been admitted or committed to an institution. • The individual has been placed in skilled nursing care, intermediate care, or long-term hospitalization. • The individual is placed in official custody or a correctional facility. A basic decision notice is required at the end of the specified period if the benefit group was informed in a prior notice at the time benefits began that they would receive benefits only for a specific period of time.
