523 (07/2026) Chapter 2:Eligibility • Section 10: Long-Term Care (LTC) services Resources As part of the eligibility determination, ODHS|OHA is required to request resource verification from the Asset Verification System (AVS) for all individuals and their spouses who are applying for or receiving OSIPM-based LTC services. AVS requests need to be submitted, even when an individual reports having no assets, to determine if there are any undisclosed assets or transfers. A resource assessment (RA) is required when a married individual applies for OSIPM-based LTC services and their spouse is not residing in a hospital or nursing facility. Though OSIPM is the only medical program with a resource limit, married HSD medical recipients should be given the opportunity to complete a RA when applying for LTC services in anticipation that they may eventually require OSIPM and may have diminished ability to provide the needed information when the time comes. Estranged Spouses of LTSS Applicants Spouses and their solely-owned resources can be omitted from an applicant’s case, with APD policy approval, in the following scenarios: • There is alleged abuse or a report of domestic violence safety concerns between the couple – this does not need to be verified, and it doesn’t matter whether the applicant is the victim or the perpetrator. • The applicant has not had contact with the spouse for several years, they or someone on their behalf has
