507 (07/2026) Chapter 2:Eligibility • Section 9: Employed Persons with Disabilities (EPD) Assumed eligibility Assumed eligibility for OSIPM applies only to recipients of SSI benefits and people deemed eligible for SSI under Sections 1619(a) or 1619(b) of the Social Security Administration. Individuals who are eligible for SSI or are in 1619(b) status are not eligible for EPD. These differences allow individuals to have higher income without losing Medicaid. Differences include: • Unearned income is excluded for determining eligibility. • Individuals are eligible if their adjusted earned income is less than 250% of the Federal Poverty Level for a household of one. • Impairment-Related Work Expenses (IRWEs), Blind Work Expenses (BWEs) and Employment and Independence Expenses (EIEs) can be used to reduce the individual’s adjusted income. • If an individual meets all other eligibility factors for the EPD program and their countable adjusted earned income is under $6,607 (in 2025) per month they will meet the income requirement for this program. If the individual’s income is in excess of $6,607 (in 2025), they may still be eligible for EPD because of the deductions of EIEs, IRWEs, and BWEs as discussed below. Calculating countable income Countable income is gross income minus exclusions. Income exclusions can include self-employment business expenses and the Earned Income Tax Credit, for example. Calculating adjusted income Adjusted income is determined as follows: 1. Exclude all unearned income. 2. Determine countable earned income as described above. 3. From countable earned income, deduct one standard income deduction of $20.
