489 (07/2026) Chapter 2:Eligibility • Section 6: Non-financial eligibility state, except as follows: • Medical benefits may be authorized for an eligible individual if the individual’s provider refuses to submit a bill to the Medicaid agency of another state and the individual would not otherwise receive medical care. Accept the individual’s statement as verification that a provider will not bill another state for needed medical services. • Do not supplement benefits for a person receiving benefits under the same program from another state who moves into Oregon, even if the benefit standards in Oregon are higher than those in the other state. Use the following procedure to determine if the applicant received benefits from another state while receiving benefits in Oregon: • Contact the other state to see if benefits were issued to the applicant. Click here for a list of contacts for statewide verification of assistance. California is county based; give the person the county you want and they will give you the contact number. If the individual has a different phone number for a specific worker in another state or territory, use that number. Please notify the policy unit of any changes to the numbers on this list. • If benefits were issued, but then returned and canceled, that is proof that the individual did not receive benefits from the other state • If benefits were issued but not returned and canceled, have the individual sign a statement that they did not receive benefits from the other state. If the other state says the benefit check was cashed, ask them to send a copy of the check to Oregon. Use the replacement check procedures to determine if the signature on the other state’s check is the applicants. If it is, the participant is responsible for the overpayment. When you contact a state where the individual had been receiving benefits, request that those benefits be closed. If the other state refuses to close the benefits or requests a copy of the signed application or some other form of documentation proving the individual is an Oregon resident, tell them we now consider the individual to be a resident of Oregon. Add a case note with the following: “This individual has established residency in Oregon. We have notified the individual’s previous state of Oregon residency. Per 42 CFR 435.403 (j)(3) and (m), Oregon has determined that the individual is a resident for the purposes of Medicaid. This individual’s provider is unwilling to bill another state and the individual will not otherwise receive medical care.” HSD An individual receiving HSD medical program benefits may not receive the following medical benefits at the same time: • Any other HSD medical program, • Office of Child Welfare Medical, • Oregon Youth Authority Medical, • Oregon Supplemental Income Program-Medical (OSIPM); or • Refugee Medical Assistance (REFM) An individual may not receive HSD medical program benefits and medical benefits from another state
