487 (07/2026) Chapter 2:Eligibility • Section 6: Non-financial eligibility contact the “out-of-state” coordinator at DMAP. OSIPM Benefits received from another state are considered concurrent benefits and are addressed in Concurrent and other benefits. Payment of benefits out of state Send benefits out of state if individuals are absent from Oregon and they establish their intent to return within 60 days. If individuals are detained out of state beyond 60 days for medical reasons, determine continued eligibility and require the individual to provide documentation of the need to remain in the other state. Out-of-state medical expenditures must have prior authorization. Refer out-of-state medical providers to DMAP for approval and copies of Oregon’s fee schedule so they can accurately bill for medical services provided to the individual. Advise people receiving medical assistance who are temporarily leaving Oregon that they will receive only emergency medical coverage while they are out of state. If the participant needs specific information, contact the “out-of-state” coordinator at DMAP. Individuals who are enrolled with a CCO should contact their respective plan offices for information and/or authorization for out-of-state medical coverage. HSD An individual is not eligible for HSD Medical programs if they are receiving medical benefits in another state. Their benefits will need to be closed in that state prior to being opened in Oregon. Individuals who have a need to access care and whose provider has refused to bill the other state may have their benefits opened in Oregon prior to closure in the other state. This is accommodated in ONE by selecting “No” to the question “Benefits Accessible?” on the Current/Ongoing Benefits Screen, after out-state-medical has been reported and entered on this screen. Be sure to enter a case note that includes information about how the provider would not bill the other state. Click here for examples: Out-of-state benefits.
