418 (07/2026) Chapter 2:Eligibility • Section 6: Non-financial eligibility reimbursement coordinator (PRC). Individuals wanting to apply for HIPP can apply in Step 4 of the online web form at https://apps.oregon.gov/dhs/opar. Eligible policyholders can be reimbursed even if they don’t live in the same household as the covered individual. HIPP can be applied for at any time as long as the Medicaid benefits and insurance are still active. If determined eligible, payments begin the month after they are approved. HIPP payments are not approved for periods prior to the request date. For detailed information about the HIPP program including the eligibility criteria, referral process, instructions on how to complete the online form and the Medical Savings Chart (MSC), please see the OPAR website. Refer to HIG HIPP QRG. Individual or vehicle injuries Individuals receiving medical assistance are required to report to Personal Injury Liens Unit (PIL) when injured by another person or business. Generally, the individual receiving benefits must make a claim against the person, business or insurance that is liable for the injuries. If an individual is applying for benefits and indicates they are currently being treated for an injury, the injury must be reported to PIL if the individual is approved for Medicaid. The individual or a worker can report the injury to PIL by going to www.reportinjury.org or they may complete and return the MSC 0451 (Vehicle) or MSC 0451NV (Non-Vehicle) form. If the claim was settled prior to applying for benefits, the individual does not have to report the injury. Refer to Personal Injury Lien website. Click here for examples: Pursuit of assets.
