General Assistance (GA) The intent of the General Assistance (GA) program is to provide individuals and married couples who experience severe disabilities, are between ages 18-64, have no dependent children, are experiencing homelessness or are at risk of homelessness within the next 90 days, meet the OSIPM financial and non-financial eligibility criteria, and are not receiving Supplemental Security Income (SSI) benefits with the following: • Housing assistance. • Utility assistance. • Cash assistance. • Free professional assistance with the Social Security application and appeals process. GA serves a capped caseload of no more than 200 individuals. Payments are funded with General Fund dollars and are recouped when individuals are awarded SSI. To be eligible, individuals are required to file for and actively pursue a claim for SSI, and complete and sign an Interim Assistance Authorization (IAA, form DHS 7814A) to SSA. The IAA is an agreement between the individual, SSA, and the Department, which allows the Department to be reimbursed for GA payments made to the individual when they are awarded SSI benefits. Payments are recouped from the individual’s initial SSI lump-sum payment. Individuals who are eligible for Health Systems Division (HSD) medical must have a disability determination completed by the Presumptive Medicaid Disability Determination Team (PMDDT) and meet financial and nonfinancial eligibility criteria for OSIPM. GA eligibility is completed by the Collaborative Disability Determination Unit (CDDU) outside of ONE. Payments are issued in ONE and can be viewed in the Other Payments module.
