264 (07/2026) Chapter 2:Eligibility • Section 5: Financial eligibility the ESD. • Next check to see if the household is eligible for the Homeless Shelter Deduction. • If not entitled to the HSD use the ESD in the calculation of adjusted income and benefits. Homeless Shelter Deduction The HSD is an alternative to the ESD for homeless households that do not receive free shelter throughout the month (i.e., homeless households with some shelter expenses). A homeless household with qualifying shelter expenses is eligible for the HSD (See OAR 461-160-0430(f)(C)) in lieu of the ESD if the HSD is higher than the calculated ESD. The HSD will be subtracted from the countable income, after all other appropriate deductions, to determine the eligibility and allotments for the household. “Homeless” means lacking a fixed regular and adequate nighttime residence and includes living in an emergency shelter; shared housing with others due to loss of housing or economic hardship; or staying in motels, cars, parks, public places, tents, trailers, or other similar settings. For homeless applicants, the household group consists of the individuals who consider themselves living together. ONE will identify individuals who are homeless via a series of questions on the living arrangement screen. TANF This does not apply to the TANF program. ERDC This does not apply to the ERDC program. REF This does not apply to the REF program. MSP Calculate adjusted income by subtracting allowable deductions from countable income. Allow income deductions from the financial group’s income in the following order: • All child support paid by a non-applying spouse to any individual who does not live in the household • One standard deduction of $20 (see note below) • One standard earned income deduction of $65 • An income deduction for documented impairment-related work expenses • One-half of the remaining earned income • An income deduction for documented blind work expenses • Any earned income used to fulfill a plan for self-support approved by the Social Security Administration. Note: Subtract the $20 standard deduction from unearned income. If the financial group has no unearned income or less than $20 in unearned income, subtract the remainder from any earned income. OSIPM Calculate adjusted income by subtracting allowable deductions from countable income. Determine adjusted income as follows:
