249 (07/2026) Chapter 2:Eligibility • Section 5: Financial eligibility MSP No additional program-specific information. OSIPM In all other programs, self-employment is determined strictly for financial purposes. Some types of income that do not meet the typical definition of self-employment are categorized as such anyway. When determining eligibility for OSIPM-EPD, employment or self-employment is also a condition of eligibility; as a result, the definition of self-employment is more restrictive for that program.
See Employed Persons with Disabilities for more information. HSD For HSD medical programs, income is considered self-employment if it is listed on individuals’ taxes as self-employment. For individuals who do not file taxes, use the tool provided on the income screens within ONE to determine if they are self-employed. The combined total amount of all business-related expenses should be coded on the MAGI Deductions screen using the Deduction Type “Self-Employment Expenses.” These expenses are used as a deduction against all income sources. For example, an individual with $500 earned income, $700 self-employment and $1,000 self-employment expenses will have MAGI countable income of $200 [($500+$700)-$1000)].
