215 (07/2026) Chapter 2:Eligibility • Section 5: Financial eligibility Eve’s income is under 165% for a filing group of 2. Note: Adelaida must meet the SNAP definition of disabled and a disability record must be entered in ONE. Who is not categorically eligible for SNAP benefits? The entire filing group is not categorically eligible if: • SNAP was previously discontinued due to receipt of lottery/gambling winnings. See OAR 461-135- 0505 and the Lottery and Gambling Winnings EG.
For this rule to apply, the filing group must be the same members as the filing group which lost eligibility due to lottery/gambling winnings.
The household would need to be determined eligible under regular SNAP rules. For these filing groups, you must request asset information and appropriate verifications to determine eligibility.
After the filing group has been determined eligible and approved for SNAP as a non- categorically eligible filing group, subsequent determinations can use Categorical Eligibility. • One or more individuals in the filing group is not categorically eligible. The following individuals are not categorically eligible:
Those currently disqualified due to a SNAP Intentional Program Violation (IPV)
The head of household is disqualified for failure to comply with a SNAP Work Registration or ABAWD work requirement. However, if another member of the filing group is disqualified due to ABAWD or work registrant rules, the group can remain categorically eligible for SNAP. See SNAP Categorical Eligibility Flowchart
Households with non-categorically eligible members When a household group contains some individuals who meet Categorical Eligibility and some who do not, those who meet Categorical Eligibility will have their resources excluded. This applies even if the resources are jointly owned by those who meet Categorical Eligibility and those who do not. Eligibility is determined based on the resources of those who are not categorically eligible. Therefore, the household must have resources and income within the resource and income limits to qualify for SNAP. An ineligible non-citizen may be categorically eligible when the other members of the household are receiving ERDC or some TANF-related benefits, and the ineligible non-citizen is a member of the filing group for that program. This does not mean the ineligible non-citizen becomes eligible for SNAP benefits. This means the ineligible non-citizen’s resources are not considered, and the household income is not compared to the countable and adjusted income limits. Categorical Eligibility for ERDC ERDC Categorical eligibility for ERDC means that certain eligibility requirements, such as the child care need and/or income, are waived for specific groups, based on their circumstances.
In Oregon, there are two categorical eligibility pathways for ERDC.
