211 (07/2026) Chapter 2:Eligibility • Section 5: Financial eligibility • Income limits – The filing group is assumed to meet the income limits, (countable and adjusted) even if income is above the countable and adjusted income limits because there is no comparison of income to the countable or adjusted income limits. Although the income limits are assumed to be met, all countable income sources must be verified and used in the SNAP calculation of benefits.
Categorically eligible individuals are not assumed eligible for SNAP; they are assumed to meet the above listed eligibility factors and they must meet all other program requirements. Being categorically eligible does not end a SNAP disqualification or ineligibility due to the ABAWD time limit. Even if a filing group is categorically eligible, the individual must follow the normal process to end the disqualification or regain eligibility.
All eligibility factors still need to be verified for other programs according to the other program’s requirements. Members of the benefit group must be considered an Oregon resident to be eligible. All individuals applying for SNAP must provide their SSN; however, verification is not required at application as the number will be verified with SSA records automatically through ONE. If not verified through the ONE system, the individual will need to clear up the discrepancy.
ODHS|OHA will determine SNAP eligibility and benefits for all categorically eligible households, automatically assuming they already meet SSN, Oregon residency, countable income limit, adjusted income limit and resources.
The factors used in the eligibility determination include: • Household composition (who must be considered in the SNAP filing group) • Student status (if a student is eligible for SNAP benefits) • Citizen/non-citizen status (if a non-citizen meets eligibility criteria for SNAP) • SNAP time limits and work requirements • Eligibility for deductions (child support, shelter costs, etc.)
The eligibility factors used in the benefit calculation include: • All of the factors used in the eligibility determination (see above) • Countable income Click here for Benefit calculation.
How long is a household categorically eligible? In Oregon there are three categories of Categorical Eligibility
Categorical Eligibility is determined at initial Intake, Periodic Report, and Renewal. Once a SNAP filing group has been determined to be categorically eligible, they remain categorically eligible for the entire certification period unless a change is reported at Periodic Report that causes them to no longer be categorically eligible.
