177 (07/2026) Chapter 2:Eligibility • Section 3: Individual information be used in ONE. The value “Domestic Partner” is only to be used to represent a legal status given to unmarried couples who apply for this status in Oregon and are registered in Oregon (Oregon does not recognize domestic partnerships registered in other states). If the individual has listed their relationship as “Domestic Partner” on an application, ODHS|OHA will accept their self-attestation and enter that value in ONE. However, when speaking with the household, if they confirm they do not have the legal status of Domestic Partner (i.e. they simply refer to their significant other as their domestic partner), update the relationship status in ONE to “Unrelated.” Coding appropriate relationships in ONE helps determine each person’s EDG for the program(s) they are applying for in addition to determining who can receive benefits on a case. An erroneous value of “Domestic Partner” may incorrectly allow a couple to receive benefits on a case together if they are unrelated. For example, a ‘Domestic Partner’ value permits an individual to sign a medical application on their domestic partner’s behalf, whereas an unrelated couple who do not share an EDG would need two separate signatures.
