1100 Chapter 7:Worker guides • Section 4: Child Care worker guides (07/2026) Child Care worker guides Introduction While the chapters within the Oregon Programs Eligibility Notebook are intended to cover all areas of eligibility, there may be miscellaneous pieces of information that do not fit into a single topic. The Child Care worker guides are available as a tool to accompany the rest of Oregon Administrative Rule and the Oregon Programs Eligibility Notebook for these areas regarding child care assistance through the ERDC. Listing child care providers for payment Overview of the listing process Child care providers interested in becoming approved to be paid for subsidy child care must go through the ERDC listing process. The parent or caretaker can select from a variety of different child care providers including Family, Friend and Neighbor (FFN) providers along with licensed child care homes and centers. FFN providers include relatives, friends or other known adults that the child may already be familiar with. Families may not know that they can use an FFN provider as their provider. All providers, regardless of type, must complete the Child Care Provider Listing Form (7494) to begin this process. Listing does two things: For families receiving ERDC, the information on the Child Care Provider Listing Form (7494) is used to set up the connection to the family’s case once the provider is approved. Please note that this does not apply for pre-listing forms, or forms without the family’s eligibility information entered in the top portion ‘Branch Use Only’ of the form. For all Department of Early Learning and Care (DELC) child care programs, the listing process establishes minimum standards of health and safety. This includes criminal history as well as Child Welfare records checks conducted by the Child Care Licensing Division (CCLD). The provider is only eligible for payment once they have been listed and approved with DELC. No payments may be made for providers prior to the date of approval, and this may need to be communicated to families needing care with a provider who is not currently listed for payment. Providers who are already licensed with the CCLD may be eligible for back-payment after they have been approved as ERDC providers. This is because they have already met health and safety standards and all staff have been enrolled in the Central Background Registry through the licensing process. How to check to see if a provider is approved with DELC as and ERDC provider: There are several ways to search for a provider’s information in DHR. Open a blank DHR screen and type: DPPL,Provider Phone Number (no area code) Example DPPL,555-5555 or DPPL,Provider Last Name, (space)First Name. Example DPPL,Mouse, Mickey There are additional less common ways to search for a listed provider including searching by SSN, Tax ID, City, Address, OCC License number, Regulated Subsidy number or email address. A % can be used as a wild card for the provider search. From a blank DHR screen type “DPPL” and press enter. Fill in the information you have on the Search line and mark the type of search you want to use, press enter.
