1004 Chapter 7:Worker guides • Section 1: Multiple program worker guides (07/2026) top line with the exception of the “date received” box (complete the “date of notice,” “program,” “cost center/ branch #,” “case number” and “worker id” boxes); • When an individual makes an oral request for a hearing for SNAP or Medical, along with one or more other programs, fill out a completed MSC 443 for SNAP or Medical and process as described in this section. Send the individual both a courtesy copy of the completed MSC 443 and a blank form to fill out for other programs and submit the MSC 443 to Central Office for the SNAP or Medical request within 24 hours of the date the hearing was requested. When mailing the blank Form MSC 443, it is helpful if branch staff first complete the top line with the exception of the “date received” box (complete the “date of notice,” “program,” “cost center/ branch #,” “case number” and “worker id” boxes). Upon receipt of the completed MSC 443, review for Expedited criteria and Continuing Benefits (formerly known as Aid Paid Pending) requests, as follows (narrate all action in ONE): Overrides Describes the purpose, functionality, and use case for conducting an override. Includes a list of common situations that may justify an override. Provides steps for how to process an override. * * includes screenshots Expedited For all programs except non-MAGI, review the MSC 447 page 3,to determine if the request meets Expedited criteria. If Expedited criteria is met, the 443 must be submitted to SSP Hearings Unit via the CAF Hearings email address right away, as the hearing must be held within five days. The 443 will be assigned to a hearings representative , who will schedule and conduct the Expedited hearing. For non-MAGI, submit the MSC 443 to the appropriate hearings unit for determination and resolution. If the claimant does not meet expedited criteria (see form 447, Part 3 – Can I have an expedited hearing?), their request is denied. When their request for expedited hearing is denied, the designated staff (HSS4/ Lead/Community Resource Coordinator), sends the denial notice, form 1115, located on the forms server. Follow the normal submission process to CAF Hearings. Continuing Benefits (COB) A lead worker or point person should review and determine eligibility according to OAR 461-025-0311. When eligible, benefits should be issued without unnecessary delay to the individual. A lead worker or case worker may determine eligibility, issue benefits and appropriate notices as needed. • The request for continuing benefits is usually indicated by marking the box about two thirds of the way down the MSC 443 form, and reads “Do you want your benefits to stay the same (not be reduced or stopped) while you wait for the hearing?” However, requests are not required to be made in writing, nor are they required to be indicated on the MSC 443 to be valid. Staff must respond to a request for continuing benefits whether verbal or in writing; • When approved, issue benefits as soon as possible, and send a Request for Continuing Benefits form (DHS 1114). When denied, send a Denial of Continuing Benefits Pending Hearing Decision form (DHS 5303) form (or NOTM form GS05303). The claimant has the right to request a hearing if denied, which must be processed as an Expedited Hearing. (See back of form DHS 5303 or MSC 443);
