For example, literacy or numeracy levels, recent labor market attachment, computer literacy, etc. Participants must demonstrate a need to improve their literacy, numeracy, English language skills, or high school equivalency preparation. Specifically: • Individuals without a high school diploma or GED. • Participants identified through case management assessment as having basic skills gaps in reading, writing, or math. • Participants with limited English proficiency who require ESL services. • Participants who would benefit from adult basic education (ABE) to strengthen employability or prepare for further training.
