partnership opportunities, etc. Prior to the July 23, 2025, SWIB meeting, SWIB Strategic Investments and Evaluation committee members received a copy of NYS’ current SNAP E & T Plan, an overview of our program and information regarding our State contracted SNAP E & T providers and were asked for feedback. During the in-person SWIB meeting OTDA asked members the following questions: (1) In addition to entry level workforce training that is needed to gain employment in your industry or company, what types of employee trainings and supports during employment would increase employee retention? (2) What are the main barriers to employee retention? Several board members responded citing childcare and transportation as barriers. One member mentioned that case management is essential, as unexpected issues may arise after someone starts a job. Providing case management to address and mitigate barriers is very helpful in supporting job retention. Other suggestions were having a flexible fund to assist employees who might have an emergency such as with car repairs; incorporating a peer-to-peer mentoring model on job sites so that new employees do not feel isolated and have someone to reach out to if problems arise; and (3) ensuring employers have information on vocational rehabilitation services onsite to support employees who may need it. Coordination Coordination with the workforce development system consists of efforts to partner with workforce providers to directly serve SNAP E&T participants or to align the flow or types of services offered across programs. Describe any special State initiatives (i.e. Governor-initiated or through State legislation) that include SNAP E&T. Describe any efforts taken by the State agency to coordinate these programs, services, partners, and/or activities with the State's E&T program. 1/29/26, 9:29 AM State Plan NY FY26 - Original Submission https://dam-fns.usda.gov/sites/default/files/microsite/snapet-nyfy26stateplan//index.html 7/312
