participant’s individualized employment plan. Case management services offered must be tailored to individual circumstances and needs. OTDA has advised districts and contracted providers through guidance outlined in 21-ADM-05 that the purpose of case management services is to guide the participant towards appropriate SNAP E&T components and activities based on the participant’s needs and interests, to support their participation in the SNAP E&T program, and to provide activities and resources that help the participant achieve program goals. Districts and contracted providers have been explicitly instructed that case management services must directly support an individual’s participation in the SNAP E&T program. Mandatory SNAP E&T participants are not subject to sanction for failure to comply with case management services, other than assessment. Assessment is viewed as a necessary and critical element of case management since based on the assessment process the individual is assigned to appropriate SNAP E&T components and activities that will assist them in achieving their employment goals. OTDA monitors the provision of case management services as part of the State’s SNAP E&T and ABAWD Management Evaluation process. How do your offered case management services support the participant in the E&T program and provide activities and resources that help the participant achieve program goals? Individual specific component assignments are based on information gathered through the assessment process related to the participant’s interests, needs and goals and are outlined in the participant’s individualized employment plan. Districts and contracted providers have been explicitly instructed that case management services must facilitate an individual’s participation in the SNAP E&T program. How does the SNAP State agency ensure the case management services offered do not act as an impediment to successful participation in E&T? Districts have flexibility to provide case management services in the mode that best meets the needs of the participant and is in line with the capacity of the district or provider. This flexibility includes offering case management services remotely and delivering services through virtual tools like web applications, as well as in-person services. Additionally, OTDA has advised districts that employability assessments can be part of the required case management services provided to SNAP E&T participants and/or the job search training component. As employability assessments can be helpful in a number of contexts, they are allowable under either category. However, local districts and their providers should coordinate assessments, so a participant does not undergo an employability assessment twice in a short period of time. An individual who is engaging successfully in their assigned work activity component should not be required to participate in excessive case management services which may impede their progress. 1/29/26, 9:29 AM State Plan NY FY26 - Original Submission https://dam-fns.usda.gov/sites/default/files/microsite/snapet-nyfy26stateplan//index.html 40/312
