reimbursement available through the district are not required to participate in SNAP E&T activities at that time. Individuals are notified of this determination in a timely manner, and the information is documented in the case record. Participant reimbursements are also discussed in LDSS-4148A Book 1 What You Should Know About Your Rights and Responsibilities. In the case of mandatory participants, if the costs of participant reimbursements exceed any State agency cap or are not available, describe how the State agency ensures individuals are exempted from mandatory E&T. During the assessment process, if it is determined that the costs of participant reimbursements exceed any cap or that necessary supportive services are not available, the district must determine that the participant has good cause for failure to comply with the mandatory E&T requirement. At that time, the individual is referred back to the eligibility worker to determine the next appropriate steps in the E&T process. As previously indicated, providers must also have a plan in place with the district for purposes of coordinating participant reimbursements, so they are not duplicated and to ensure participants are made aware of and have access to supports that are reasonable and necessary to be successful. Participant reimbursement costs must be reasonable, necessary, and directly related to participation in the approved SNAP E&T activity. 1/29/26, 9:29 AM State Plan NY FY26 - Original Submission https://dam-fns.usda.gov/sites/default/files/microsite/snapet-nyfy26stateplan//index.html 28/312
