817 TANF WORK PARTICIPATION RATE REQUIREMENTS Unless a TANF-NEON recipient meets one of the exempt criteria, they become a part of the mandatory NEON TANF adult population. The work participation rate is achieved through this population’s participation in countable work activities. TANF recipients must participate in countable work activities as soon as administratively possible after approval.
