In these multiple payment situations, exempt any portion of the payment that is deducted or recouped as a case manager service fee and: Excluded Payments: • Equal to the difference between the payment allowance and the 100% need standard when the payment is for items not included in the need standard, or the payment supplements the needs standard; AND • exempt payments to or received on behalf of an SSI recipient, and • exempt payments for medial needs that are not paid by Medicaid . • exempt vendored SLA payments. Exempt • reimbursements for expenses other than normal living expenses. Notes: • Medical expenses are not normal living expenses. • Do not allow a medical deduction for any part of an expense that is reimbursed. • Reimbursements for receipted expenditures are not considered income. Vendored SLA assistance is not budgetable. This includes food vouchers which are taken to a retail store. Vendored expenses are not allowed deductions. They only program expense allowed is the qualifying non-vendored portion of expenses paid directly by the customer. Example: if a customer is responsible for rent of $400.00, the SLA vendor pays $300, but the customer still must pay $100, allow $100 as a shelter expense. If the household’s utilities total $125, the customer is responsible for $50 and the SLA vendor pays $75, the customer is still eligible for a utility expense. If the utility costs are for heating and/or cooling, the Standard Utility Allowance (SUA) should be allowed. Whether or not SLA is deposited into a bank account or patient funds are being vendored for such things as rent, child care, utilities, food, etc. The portion of the SLA which is being vendored is not countable income. If the customer is provided SLA (in or out of an account) which is not vendored, evaluate which portion of the funds are countable after allowable exclusions and deductions.
