______________________________________________________________________________ DIVISION OF WELFARE AND SUPPORTIVE SERVICES Child Care Policy Manual 104 Special Consideration Requests Request for special consideration must be submitted to the Chief of the CCDP. These requests may be submitted in writing to: Child Care and Development Program 1470 College Pkwy. Carson City, NV 89706 By fax to: (775) 684-0617 or by email to the CCDP email: ccdp@dwss.nv.gov . Documentation which supports the request is required. A written decision will be issued to the requestor who will then notify the client of the CCDP Chief’s decision. Special considerations are only for case circumstances that are not covered by current policy – “Prudent Person Principle” is always acceptable and encouraged. Refer to MS 191 for additional information regarding “Prudent Person Principle”. The CCDP Chief’s decision is final and cannot be appealed. 105 Duplicate Benefits A child is not eligible to receive benefits in more than one household at a time. If a child is receiving subsidy benefits with another household, benefits must not be approved for the child until he/she is removed from the other household’s certificate. Refer to MS 217 regarding evaluation of households who share joint custody of a child. To avoid overlapping funding streams and child care payments, if a child qualifies for both the Child Care Subsidy Program and the Nevada Ready! State Pre-K (NR!PK) Program, timesheets will be based upon actual attendance, and time should only reflect hours the child was not in NR!PK instruction (as the 25 hours of instruction that is covered by NR!PK a week will be deducted by the child care provider prior to reimbursement). The remaining hours that the child attended in a week will be paid for through subsidy funding and/or by the parent/caregiver depending on the Family Co-payment Contribution. 110 APPLICATIONS 111 Applications Causing Conflicts of Interest Case managers must not process applications that cause a conflict of interest. Conflicts of interest may include employee/employer relationship, dating relationship and/or situations in which the client is the case manager’s friend, roommate or relative. Conflicts of interest may also include situations where the case manager is applying for their own child care benefits, or who are eligible for benefits through DWSS. Case Managers may not access any Child Care or DWSS records that constitute a conflict of interest, including reviewing their own or other roommate, friend, or relative’s case. A supervisor or manager must “lock” the records for the duration of time that the conflict case is associated with the program. 111.1 Conflict of Interest involving Staff DWSS Case Benefits 100-Program Overview [4] MTL 01/24 July 1, 2024
