_____________________________________________________________________________ DIVISION OF WELFARE AND SUPPORTIVE SERVICES Child Care Policy Manual NOTE: Unannounced visits are not required for OST/OSR providers; however, unannounced visits to providers are encouraged when child care staff believes that compliance with the program rules and/or regulations, or the health and safety of the children receiving subsidized benefits, are compromised. Monitoring of staff-to-child ratio, group size, health and safety trainings, and comprehensive background checks for OST/OSR programs in Nevada will be a shared effort between the State of Nevada’s Child Care Licensing (CCL) unit and the Child Care Resource and Referral (CCR&R) units of The Children’s Cabinet and the Las Vegas Urban League. The CCL has statutory oversight of the OSR programs statewide. The CCL and CCR&R agencies will utilize the ‘OSR and OST Annual Health and Safety Checklist’ (the monitoring form), and streamlined process for monitoring visits; therefore, all OST and OSR programs in Nevada who receive CCDF monies will be monitored in the same manner. If a provider is found to be in non-compliance at the annual monitoring visit, they must be given up to 30 calendar days to make the noted corrections. Recommendations for improvement must be made in writing to the provider and a follow-up visit must be scheduled. If improvements are not made within the required time period, the provider must be terminated from the Child Care and Development Program, giving the affected customers at least 10 days to find a new provider. If at any time, child care staff believe the health and/or safety of a child is at risk, regardless of the type of care, Child Care staff must assess the situation to validate if a report with the Department of Child Protection Services should be made. If there is validation for a report, the CPS & Child Care Licensing form will be completed, the original copy sent to the applicable licensing agency and a copy of the form kept in the provider file. 623.4.1 Group Size and Staff-to-Child Ratio CCDF-funded OST/OSR programs are required to maintain the standardized group size and staff-to-child ratio at all times of program operation. Visual verification of compliance by the applicable agency’s monitoring staff will be required at the time of the annual visit. 623.4.2 Health and Safety Trainings CCDF-funded OST/OSR programs are required to furnish proof of completion of all required training for each applicable staff member at the time of annual visit. Proof of completion may be in the form of (not all-inclusive): a certificate of completion, a signed and dated letter from an instructor of an outside certification program along with proof of the individual’s obtained professional certification, an attestation of completion of training from an instructor of one (or more) of the required training areas with an accompanying sign-in sheet reflecting all staff attendance and the date of the training, etc. 623.4.3 Comprehensive Background Checks CCDF-funded OST/OSR programs are required to furnish proof of successful completion of all required comprehensive background checks for each applicable staff member at the time of annual visit. Proof of compliance in this area should include the following documentation: • Clearance Report received by Nevada Department of Public Safety for the FBI Fingerprint, In- State Sex Offender, National Sex Offender, and In-State Criminal History Registry checks. 600-Provider Information [11] MTL 01/24 July 1, 2024
