PY27 Fuel Assistance Program Benefit Determination How is the heating cost determined? The annual heating cost is determined using a formula outlined in steps 1 and 2 below.

Step 1 below uses the dwelling type, number of rooms, and the county of residence to determine a dwelling factor. Step 2 uses a formula including the dwelling factor along with primary heating type, both the cost and efficiency.

Households can choose to submit their actual heating costs over a 12-month period if they wish to use their actual cost of heating.
