2026 - 2027 I PY27 NH Fuel Assistance Program (FAP) Procedures Manual 24 Cash assistance received in lieu of child support will continue to be counted as income. SSI and SSA Overpayment
When a client’s payment from SSI or SSA is reduced due to an overpayment, only the amount actually received should be counted as income.
The letter from Social Security should clearly identify the overpayment deduction and the amount that the client actually received. In some instances, the letter may show the amount before and after the deduction. The amount after the deduction is the amount that the client received and is the amount that should be counted as income. It is necessary to enter the gross amount before the deduction as income and then the amount of the overpayment as an expense.
