2026 - 2027 I PY27 NH Fuel Assistance Program (FAP) Procedures Manual 21
6. ELIGIBILITY OF SPECIAL DWELLING OR INCOME CASES
The following procedures are to be used to determine eligibility for applicants with the following circumstances:
Campers/Mobile Home Dwellings
Residents in campers or mobile homes are ineligible to receive a Fuel Assistance benefit unless it is permanently attached to the ground. Acceptable documentation of permanent attachment includes: an invoice for mobile home park rent; a utility bill for service provided to the camper or mobile home; or a property tax bill.
Subsidized Housing
For FAP purposes, subsidized housing is defined as a rental unit with a rental amount that changes or is adjusted according to the tenant’s household income. Typically, the housing authority or housing program calculates the participant’s rent based on a percentage of income taking into consideration the type of dwelling, heating, cooling, and utility costs.
Tenants residing in subsidized housing will be eligible for benefits if they meet all other FAP requirements for eligibility, they are responsible for paying their own heating bill, and they have annual heating costs.
Subsidized Housing with Heat Included in Rent
Tenants residing in subsidized housing will not be eligible for benefits if their heat is included in the rent and they are not responsible for paying their own heating bill. The application should still be fully documented as these households may still be eligible for non-FAP funded Weatherization.
Fuel Tank in a Multi-unit Dwelling
When an applicant lives in a dwelling in which the fuel tank is shared amongst two or more separate units, please apply the benefit as below:
- If heat is included in rent, process with a landlord verification form and payment to landlord. - If heat is not included in rent and the applicant has a metered account for their unit, payment goes to the vendor.
