2026 - 2027 I PY27 NH Fuel Assistance Program (FAP) Procedures Manual 19 Calculating the Benefit
The household’s basic benefit is calculated by matching the income level (A-75%, B-100%, C-125%, D-150%, E-175%, and F-200% or 60% SMI) from the Income Guidelines (Attachment B) to the appropriate heating cost level as listed in the following Annual Heating Cost chart:
ANNUAL HEATING COST USAGE CATEGORY $3,500 or more AA $1,750 - $3,499 BB $1,000 - $1,749 CC Up to $1,000 DD
The income level and annual energy costs are then combined through the use of a Benefit Matrix. Below is an example; see Attachment D for the current year Benefit Matrix.
EXAMPLE MATRIX (DELIVERABLE FUELS) INCOME LEVEL USAGE CATEGORY A (75%) B (100%) C (125%) D (150%) E (175%) F (60% SMI) AA ($3,500+) 2,177 1,887 1,597 1,306 1,016 726 BB ($1,750-$3,499) 1,355 1,174 1,064 871 678 484 CC ($1,000-$1,749) 1,016 880 798 653 508 363 DD ($1-$1,000) 677 587 497 436 338 256
EXAMPLE MATRIX (UTILITIES)
INCOME LEVEL USAGE CATEGORY A (75%) B (100%) C (125%) D (150%) E (175%) F (60% SMI) AA ($3,500+) 1,361 1,180 999 817 635 454 BB ($1,750-$3,499) 847 734 665 545 424 303 CC ($1,000-$1,749) 635 550 499 409 318 227 DD ($1-$1,000) 424 367 311 273 212 160
For example, a one-person household with an income of $500/monthly who would fall under income level A on the Income Guidelines (Attachment B); and who had actual or estimated annual deliverable fuel energy usage of $1,800 that would fall under level BB on the Annual Heating Cost chart, would receive a benefit of $1,355 using the Benefit Matrix example above. The Benefit Matrix demonstrates how the highest level of assistance is provided to the lowest income households with the highest energy burden.
