2026 - 2027 I PY27 NH Fuel Assistance Program (FAP) Procedures Manual 13 benefit year will be denied for previous assistance. If a person was previously included on an application that was awarded a benefit that year, they cannot be included in a second application that program year.
The New Hampshire Fuel Assistance Program procedures are intended to ensure that low- income households have access to services in a timely manner. During the program year of December 1 through the end of the program on/around April 30, an application should be started within 30 days. If an applicant chooses to complete their application in person, the applicant must have the opportunity to schedule an appointment within 30 days of the request.
Taking the Application
All required information must be recorded accurately on the FAP application, including the number of household members, dwelling data, income information, vendor name and account information and a dated signature from the applicant. Utility accounts should be verified annually, with accounts verified at least every other year for liquid fuel accounts (oil, kerosene, propane). The application can be submitted on paper, online via the ECOS system, via fax, email, or in-person as an interview. Regardless of the application method, it is the responsibility of the CAA to verify that this information is complete and correct.
Documenting Income
Applicants must provide documentation for all gross income for the household. This documentation may include benefit letters, payroll stubs, signed statements from the payment source, statements for pension or interest, and other documentation as deemed appropriate by the CAA. Use of bank statements as documentation of income must be approved via waiver by Department of Energy staff. For sources of earned or unearned income, please consult the lists that follow in this section. It is the responsibility of the CAA to ensure that all income documentation is accurate, legible, and complete and uploaded and saved properly into ECOS.
Income is calculated by adding all countable, gross income from every source for each household member listed on the FAP application. The countable income for all household members must be entered into ECOS, which will then create a total household income to determine household income eligibility. Income documented should reflect the current household income, most frequently the income during the month prior to application submission. If the household’s financial circumstances change during the application review process, the present month income can be used to establish eligibility.
