003.01(A)(iii) AVERAGING EXPENSES.

For fluctuating expenses, the household chooses one of the following methods to determine the monthly deduction: (1) Expenses which are billed less often than monthly may be averaged over the period the expense is intended to cover; (2) “One time only” expenses may be averaged over the entire certification period in which they are billed; or (3) An expense may be deducted entirely in the month in which it is billed.
