Households in which all members are authorized to or receive an Aid to Dependent Children, Aid to Aged Blind and Disabled, State Disability Program or Supplemental Security Income cash payment are categorically eligible. Households in which one or more members are authorized to or receive Aid to Dependent Children- Emergency Assistance or Employment First supportive services are categorically eligible. In addition to individuals receiving benefits, the term recipients include the following: (1) Individuals whose Aid to Dependent Children, Aid to Aged Blind and Disabled, or State Disability Program benefits are being recouped; (2) Individuals whose Supplemental Security Income benefits are suspended or being recouped; and (3) Individuals entitled to an Aid to Dependent Children grant but who do not receive a grant because the grant is $9.99 or less.
