Responsibility for Heat Costs - Verification 415-15-10-17 (Revised 10/00 ML #2629) View Archives

If there is any question that the applicant is responsible for payment of heating costs, the Human Service Zone board may require verification of that responsibility. In most cases, the name on the heating bill will be the same as a member of the household. However, some landlords may choose to leave the bill in their own name and have the tenant reimburse them for the heating bill the landlord pays to the heating vendor. Usually, a written lease agreement will verify the responsibility of the tenant to pay the heating costs. In the absence of a written lease, previous tenants, community knowledge of the landlord's policy, the vendor, or the landlord's accountant may be able to attest to the rental policy regarding responsibility for heating costs.
