200B.04.01A REASONABLE COMPATIBILITY STANDARDS APPLIED AT APPLICATION Reasonable compatibility uses Self-Attested (SA) income and compares it to Electronically Verified (EV) income. Information from electronic data sources is available at different times. The comparisons shown below are made as information from data sources becomes available. Reasonable Compatibility is applied based on a data hierarchy. However, if an income source is new, changed or terminated, EV may not be sufficient to make an eligibility determination. Income verified through SNAP in the MDHS Data History tab is the primary data source for all income other than social security. SNAP income can be used if the data is not over 6 months old. Attested income should be compared to SNAP, and if reasonably compatible, TALX and MDES should not be checked. If SNAP is not available for the income source or the $50 threshold is not met using SNAP, TALX is the secondary data source. The primary method of verifying social security for reasonable compatibility is through Social Security Composite (SSAC) in the Federal Data Services Hub (FDSH). SNAP does not verify social security, so SSAC must always be checked along with SNAP. If SSAC income is not reasonably compatibility with attested social security income, check SVES. Income information (known as TALX) from the Federal Data Services Hub’s Verify Current Income (FDSH-VCI) interface is the secondary data source for wages. If TALX is not available for the income source or the $50 threshold is not met using TALX, MDES is the final source when quarterly data is “current,” not over 6-months old. Use SNAP as follows: 1. If SA compared to EV (SNAP and SSAC) is “at/below” the Medicaid or CHIP limit (for the household size), approve Medicaid or CHIP using SA income. 2. If SA compared to EV (SNAP and SSAC) is “above” the Medicaid or CHIP limit, deny using SA.
