A trafficking claim is established against a household when the household has intentionally committed any act that constitutes a violation of the Food and Nutrition Act of 2008, SNAP regulations, or any state statute relating to the use, presentation, transfer, acquisition, or receipt of SNAP benefits.

Welfare Investigation Unit (WIU) staff advise FSD staff when trafficking of SNAP benefits has occurred.

A trafficking claim is entered into the Claims and Restitution System (CARS) as an Intentional Program Violation (IPV) when WIU notifies staff of the determination that a trafficking violation has occurred. WIU provides the amount and months of the claim. Program 11, with cause code 91, is entered on the Claim Add (OVTC) screen.
